Introduction
On 26th December 2004 a sub sea earthquake west of Aceh, Sumatra, caused substantial direct damage in Aceh as well as direct damage by the flash floods (tsunami) that resulted from it. An estimated death toll of more than 200.000 has been the immediate effect. Many more people lost their livelihood in an area that was already affected by years of conflict between the Indonesian government and the independence movement of Aceh, the GAM. In the first 2 months after the tsunami, Cordaid has offered emergency support to the local population in Aceh. By mid 2005 two major reconstruction projects were initiated, a house reconstruction project in Seunoddon, Aceh Utara and a school reconstruction project on Simeulue island. Both projects integrate disaster risk reduction activities.
The Cordaid program in Aceh is managed by a team of expatriate and local staff based in three offices: Medan, Sinabang at Simeulue Island and Loksimeweh, in Aceh Utara. The total budget of the program amounts to approx. € 24 million and the envisaged time?frame is until the end of August 2008.
On 12 February 2005 Cordaid signed a Memorandum of Understanding (MoU) with the local authorities of Aceh Utara District, located on the east coast of Aceh Province. The MoU stipulates that Cordaid will provide assistance with all tsunami-related reconstruction and rehabilitation work of Seunoddon Sub-District. The Seunoddon project consists of reconstruction of a total of 1052 houses and related water & sanitation and infrastructure in 6 villages in Seunoddon sub district. A first phase of 648 houses is finalised, the second phase of over 400 houses is still ongoing.
Position & responsibility
The Seunoddon team consists of an expatriate staff; a project manager with overall responsibility and a construction manager managing the construction activities, and a staff of 10-15 Indonesians.
The team is divided into two departments: the engineering department and the community development department.
The construction manager reports to the project manager for the Seunoddon project and is responsible for all Cordaid project activities relating to construction in Aceh Utara District and for the daily management of the engineering team and associated local consultants and service providers. The construction manager will replace the project manager when required.
General objective of the posting
Management and supervision of all reconstruction and related infrastructure works in Aceh Utara District that Cordaid has committed itself to. The project is in the finalisation phase and therefore focussed on finalisation of all construction, handing over of houses to beneficiaries and implementation of exit strategy. Planning is to end the project latest August 2008.
Specific objectives
Project management
- Responsible for overall monitoring & supervision of the construction process of the contractors and, where required, decision making on technical issues; quality of work provided; work planning, approach and implementation; completion and hand-over;
- Report progress to the projectmanager and contribute to monthly and quarterly reporting to Cordaid headquarters and to reporting to the donor, the Asian development Bank;
- In cooperation with the projectmanager, maintain contacts with the local authorities at District and Sub-District level and ensure coordination with donors, local and international NGO?s, members of the Caritas network and relevant UN and other international agencies operational in the District;
- Advise the projectmanager Seunoddon on the policy of the project(s) under his/her responsibility;
- Contribute to security risk analysis and advice on approaches towards security issues within the project.
Human resources management
- Manage local personnel of the engineering team.
Other activities
- At the request of the Project manager Seunoddon, liaise with various officials and authorities.
Specifics of station and contract period
The construction manager will be based in Lhokseumawe town but has to travel frequently to Seunoddon district. Aceh Utara District is labelled UN Phase 2 with regard to the security situation in the district. This position is unaccompanied.
Contract information
The post is vacant because of unexpected illness of the current construction manager. Cordaid would like the construction manager to start as soon as possible. The duration of the posting will be for 4 months, untill the end of August 2008.
Qualifications
- Degree in construction or related engineering subject at university or higher vocational training level;
- Proven practical technical experience in large scale reconstruction projects;
- Experience in projectmanagement within complex emergency/rehabilitation settings and experience in contractmanagement and with management of local staff;
- Experience in implementing security policy in insecure, unstable areas;
- Excellent communication skills and a pragmatic, practical and pro-active personality and capable of working under stress with a limited time-frame.
