Senior Program Specialist (Education and Scholarship)
Indonesia (Jakarta)
The position is engaged on overseas-based terms and conditions and will be based in Jakarta.
Reporting broadly to a Unit Manager within the Education and Scholarships Sections, and working closely with the relevant Advisor, the Senior Program Specialist will:
- Provide policy and program advice using sectoral or specialist knowledge. In particular, contributing a close working and current knowledge of Indonesian ministries involved in education service delivery (including MONE, MORA, MOF, MOHA, Menko Kesra and Bappenas at central, provincial and district levels) and their policies and processes for bilateral support,
- Apply sectoral or specialist knowledge to discrete aspects of the identification, design, implementation, evaluation and review of activities, reports, strategies or policies within both sections portfolios including leading (and oversight/management of other team members if required) and participating in task-based teams,
- Provide regular updates and advice to the education and scholarships sections as to evolving Indonesian policies, plans and reports that are pertinent to AusAID?s country strategy, education strategy, and portfolio of activities, as well as disseminating lessons learnt and good practice in the sector,
- Assist with the preparation of program quality reporting requirements (APPR, PAF, sector performance report etc),
- Provide capacity building through coaching and mentoring staff in areas of the specialist?s technical expertise,
- Engender effective communication and liaison with the thematic groups in Canberra and ensure Jakarta staff are informed and aware of key corporate sectoral themes and issues,
- Identify innovative and effective external sources of support and advice and ensure that technical expertise is used effectively,
- Establish relevant networks and build mutually beneficial relationships with partner government, key stakeholders, development partners and whole of government partners, including representing the education and scholarships sections in relevant forums and missions and reporting on return to office,
- As agreed with the Section Manager ? Education and Scholarships, a proportion of time may be dedicated to discrete tasks contributing to broader agency sectoral policies and strategies under the direction of the Education Thematic Group (ETG).
Preparation of Application:
- You should include in your application a curriculum vitae (CV) of no more than four pages.
- You should also include a statement in support of your application, briefly describing how you consider yourself suitable against each of the selection criteria.
- The selection criteria should be used as headings and all of the selection criteria should be addressed. The statement addressing the selection criteria should be no more than three pages
Selection Criteria:
The applicant will be required to demonstrate specialist skills or knowledge in Indonesian government systems as well as in two or more of the following areas: education financing, education planning, aid modalities, monitoring and evaluation, aid quality and effectiveness, systems strengthening/capacity building.
In addition, the applicant should have:
- A Masters degree in a relevant field.
- A minimum of five years experience working in the Indonesian Government system or with donors in Indonesia in an education technical specialist capacity, with an emphasis on policy, planning and management.
- A ?Body of Work? (author of quality education reports, research and writings in both Bahasa Indonesia and English).
- Excellent oral communication and representational skills, as well as writing skills (in both Bahasa Indonesia and English).
